The new executive orders for SCA employees are linked below. DOL has issued final rules implementing the $15 minimum wage EO, so that one is effective. (There is litigation over it in several courts, so it may not be in effect in the states that make up the 5th Circuit, but should otherwise be in effect.) DOL has issued final rules implementing the nondisplacement EO, but the EO also requires the Federal Acquisitions Regulation Council to issue its own regulations before the nondisplacement rule becomes mandatory on all new solicitations.

SCA Executive Order 13204 Revoke
EO13706 (2016 Obama): Establishing Paid Sick Leave for Federal Contractors. Required parties that enter into covered contracts with the federal government to provide covered employees with up to 56 hours of paid sick leave annually, including paid leave allowing for family care.
EO 14026 (2021 Biden): Raised the minimum wage for federal contractors to $15 per hour (revoked by President Trump EO 14236 in March 2025.)
EO 14055 (2021 Biden): Nondisplacement of Qualified Workers under Service Contracts. Mandated that successor contractors offer a right of first refusal of employment to employees on the previous contract, promoting job stability for SCA workers.
EO 14148 (2025 Trump): President Trump issued EO 14148, which revoked Biden’s EO 14055 (“Nondisplacement of Qualified Workers Under Service Contracts”) and EO 13706 (Paid Sick Leave), which required contractors to provide employees with up to 56 hours of paid sick leave annually, affecting Health and Welfare Benefits.
EO14236 (2025 Trump): Additional Rescission s of Harmful Executive Orders and Actions,” which revoked, among other items, Executive Order 14026 of April 27, 2021, “Increasing the Minimum Wage for Federal Contractors” (86 FR 22835). Pursuant to section 2(d) of the March 14, 2025, Executive Order, the Department is no longer enforcing Executive Order 14026 or the implementing rule (29 CFR part 23) and will take steps, including rescinding 29 CFR part 23, to implement and effectuate the revocation of Executive Order 14026.
