The new executive orders for SCA employees are linked below. DOL has issued final rules implementing the $15 minimum wage EO, so that one is effective. (There is litigation over it in several courts, so it may not be in effect in the states that make up the 5th Circuit, but should otherwise be in effect.) DOL has issued final rules implementing the nondisplacement EO, but the EO also requires the Federal Acquisitions Regulation Council to issue its own regulations before the nondisplacement rule becomes mandatory on all new solicitations.
