IUE-CWA Service Contract Alliance

ARTICLE I. NAME

This organization shall be known as the IUE-CWA Service Contract Alliance.

ARTICLE II. COMPOSITION

The composition of the Alliance shall be all IUE-CWA and CWA local unions holding Service
Contract Act contracts.

ARTICLE III. PURPOSE AND FUNCTIONS

Section 1. The purpose and functions of the Alliance shall be, among others:

(a) Share information and coordinate activity on contracts, negotiations and grievances
and arbitrations.
(b) Develop benefit programs, specifically in health care and pensions, to increase
stability for SCA members.
(c) Build a pro-union affiliation and identity that includes steward training and
mobilization preparations.
(d) Advocate legislatively for veterans issues that impact SCA membership.
(e) Monitor and advocate for Executive Orders and legislative changes that benefit
members, and educate members on their impact.
(f) Provide political issue and mobilization training.
(g) Analyze specific safety and health issues that impact SCA membership and provide
training in those areas.
(h) Educate employers on the advantage of a unionized workforce and the benefit
alternatives.
(i) Expand the Alliance through organizing new SCA units.

Section 2. Any action taken by the Alliance shall be in conformance with policies adopted by the
CWA Convention, IUE-CWA Division Conference and the IUE-CWA Executive Council, and
shall be subject to the International Constitution.

ARTICLE IV. REPRESENTATION

Section 1. The Alliance shall consist of two delegates from each local. The President of the
local is an automatic delegate. If the president is not from an SCA unit, he or she can designate
a replacement. The President also selects a second delegate who must hold a union office in an
SCA unit.

Section 2. The President of IUE-CWA shall be an ex-officio member of the Alliance and all of
its committees.

ARTICLE V. MEETINGS

Section 1. Regular meetings of the Alliance shall be held at least twice a year. These meetings
will be supplemented by conference call as needed.

Section 2. Locals are responsible for the costs associated with attending the meetings except for
those costs reimbursed through the Strategic Industry Fund, which will be limited to reasonable
lost time, hotel, airfare/mileage/gas and group meals. If the SIF were to end, the Alliance would
appoint a committee to develop a budget and fundraising strategy.

ARTICLE VI. VOTING STRENGTH

Section 1. Each delegate has a vote on matters before the Alliance. A majority is needed for
passage of any proposal or policy.

ARTICLE VII. CHAIRPERSON

Section 1. The Alliance shall have a Chairperson who shall be elected by the delegates for a two-
year term.

Section 2. To be eligible to be nominated for the office of Chairperson, an individual must
be a delegate to the Alliance and be a member in good standing of a Local Union within the
jurisdiction of the Alliance.

Section 3. Candidates for this office shall be nominated by the delegates and elected by a roll
call vote with each delegate having one vote.

Section 4. In the event that a mid-term vacancy occurs in the office of Chairperson, the President
of IUE-CWA shall designate an Acting Chairperson who shall serve until the next regular or
special meeting of the Alliance, at which time a Chairperson shall be elected by the delegates to
fill the unexpired term.

ARTICLE VIII. DUTIES OF THE CHAIRPERSON

Section 1. It shall be the duty of the Chairperson to:

(a) Implement the Mission Statement.
(b) Work at the direction of the Alliance and between meetings work on day-to-day
issues and concerns of the Alliance.
(c) Work with the Division to set up meetings, conference calls and agendas and preside
over those activities.
(d) Keep Alliance informed of issues pertaining to Alliance members.
